In general, appraisal is to identify the value of a property, its project or the rights and uses of that property on the appraisal date due to the objectives data.

An appraiser is someone who has the ability and knowledge of identifying the value of a real estate, machine equipment or a company. The appraiser has to fulfil some standards and follow the ethics. The appraiser must be honest while appraising and keep the principle of confidentiality, always be neutral to both sides and have no bias toward the parts. He must be loyal to the standards of appraisal and have efficient experience and adequacy. The specialist should be trustworthy about his efficiency and accept relevant offers.

After August, 2001 CMB (Capital Markets Board of Turkey) has announced the concept of “Real Estate Appraiser” officially and has become the only authority for the licence and recording of appraisers. According to the regulations of CMB, an appraiser is staff who has the right to appraise the value of the real estate, its project or rights and uses of that real estate”.

In the announcement of the companies which will serve as “Real Estate Appraisers”, they have to get the licence given by the CMB, must be a graduate of a related faculty, have at least three years of experience, must not work for more than one appraisal company, not work as a real estate commissioner, must be objective and loyal to this profession.
